I think the answer to your question on the practicality or sustainability of Milton's system lies in Cox's comments: "Milton holds up a mirror to the nation and finds it wanting in fortitude, virtue and political agency." Milton, like so many other social reformers before him, was forced to acknowledge the frailty of humankind.
